부시 대통령 각하! 제발 정신 차리시오!

이제는 아주 까마득한 옛날 얘기가 되었지만 2004년 7월 미연방국회는 상하원 양원에서 모두 [2004년 북한인권법안]을 만장일치로 통과시켰다. 하원에서 2번, 상원에서 한 번, 모두해서 3번씩이나 만장일치로 통과시켰다. 조지 W. 부시 대통령은 같은 해 10월 이 [북한인권법안]에 서명함으로서 이 법안은 미국의 현행 실정법이 되었다. 그 이후 W. 부시 대통령과 미국무부가 근 3년간 이 법에 관하여 집행한 일은 제이 레프코위츠란 변호사를 파트타임 북한인권특사로 임명한 것밖에 없다. 너무나 어이가 없었다. 미국무부는 북한인권법에 명시된 북한인권 지원금을 풀지도 않았고, 탈북난민들을 미국에 받아드리는 것도 마지 못해서 작년부터 겨우 몇 명 받아드린 것밖에 없다.

그러나 더 어이가 없었던 것은 북경에서 6자회담인지 무언지 코메디 광대극을 시작하면서 부시 대통령과 라이스 국무장관과 힐 대사는 김정일의 핵무기만 걱정이지, 북한주민들의 인권에 관하여는 가끔씩 립 서비스, 입으로만 나불대고 [북한인권법]을 거의 완전히 외면해버린 사실이다. 북한인권법에는 모든 대북협상에서 미국무부가 북한인권을 꼭 거론하라고 쓰여있다. 해도 좋고 안 해도 좋은 것이 아니라, 법으로 반드시 거론하게 되어있는 것이다. [북한자유연대]는 연방국회의원들을 졸라대서 지난 해 2월 라이스 미국무장관에게 북한인권 챙기라는 경고성 공한을 보냈다. 샘 브라운백, 헨리 하이드, 짐 리치 의원들을 포함하여 연방국회의원 9명이 이 편지에 서명했다. 우리는 라이스에게 무슨 청탁이 있어서 사정사정 조른 것이 아니다. 미국법을 집행하라고 요구했을 뿐이다. 라이스는 또 립 서비스, 우리(미국무부)는 북한주민들의 인권을 되게 우려한다고만 말하고 실제적 조치는 없었다.

아무튼 작년 4월 부시 대통령은 탈북어린이 김한미의 가족과 자유북한방송의 김성민 국장을 만났다. 일본의 피랍가족 요코다 사키에 여사와 그의 아들과 함께 만나곤, 백악관 집무실에서 이제까지 오벌 집무실에서 만난 사람들 중에서 제일 감명깊은 면담이었다고 기자들에게 말했다. 그렇지! 부시가 부시지! 그럴 리가 있나! 저렇게 탈북자들을 불쌍히 여기고 북한인권을 챙기는 분이 김정일과 영합하는 일은 없을 것이다. 냅다 부시만 믿었었다.

지난 2월 13일, 믿던 도끼에 발등을 찍혔다. 찍혀도 더럽게 찍혔다. 어떻게 저럴 수가 있나? 김정일이 핵을 없애겠다고 약속만 하면 기름 퍼주고 비료 바치고 식량 갖다 바쳐? 노무현이 그런다면 이미 익숙해진 발광이라 이렇게 분하지는 않겠다. 부시와 부시의 졸개 크리스 힐이 북한주민들로부터 등을 돌렸다. 2월 13일 이후 벌어진 일들은 매일 밤 가위에 눌린 것 같은 악몽이다. 김정일이 내 돈 내 놔! 하니까, 힐이 좇아다니면서 돈 돌려주는 심부름을 열심히 하면서, 채찍은 커녕 불평 군소리 한 마디도 없다. 어서 이 돈 갖고 가십시오! 김계관이 거들럭거리며 뉴욕에 나타나니까, 미친 할멈 매들린 올브라이트, 헨리 키신저, 웬디 셔먼, 등이 줄줄히 줄을 서서 김계관을 칙사대접하고 악수를 했다. 올브라이트는 평양에서 아리랑 체조를 구경하면서 감탄한 미친 할멈이고, 키신저는 월남을 팔아먹은 헛똑똑이 영감이다. 김계관은 뉴욕에서 국빈경호를 받으면서 브로드웨이 쇼까지 참관했다고 한다.

어제 뉴스에는 드디어 악몽이 현실로 터졌다. 미국 부시가, 미국무부가 김정일이 에티오피아에 무기를 파는데 묵인했다는 소식이 떴다. 유엔결의안 후의 일이란다. 이제 누구를 믿어야 하나? 북한주민들을 김대중 노무현이 외면하더니 이제는 부시 라이스까지 외면하기로 작심한 모양이다. 김정일이 무기 팔아서 제 똥배 채우고 사람들 더 죽이겠다는데, 부시와 라이스가 저럴 수가 없다. 그래, 김대중 노무현이 철저하게 반미하고 친북하고 역적질 했다! 그렇다고 부시와 라이스까지 친북하고 반인권 반민주하겠단 말이냐? 미국 속담에 이런 말이 있다: Two wrongs don’t make a right. 이쪽도 잘못하고 저쪽도 잘못하면 잘못이 서로 상쇄되어 옳은 것이 될 순 없다. 둘이 잘못하면 잘못이 두 배로 더 커진다. 아니, 열 배로 더 커진다. 이라크가 개판이니까 북한과 이란도 개판을 만들겠다는 수작들인가?

지난 2월말 [북한자유연대]에서 부시 대통령에게 다음과 같은 공한을 보냈다:

We are writing on behalf of the North Korea Freedom Coalition, a nonpartisan group of over 65 American and Korean-American human rights, religious, and non-governmental organizations representing millions of American citizens. We are deeply grateful for what you have done to express solidarity with and hope for the people of North Korea enslaved under the Kim Jong-il dictatorship.
우리 북한자유연대는 그동안 각하께서 김정일의 독재 밑에서 신음하는 북한주민들에게 희망이 되고 마음으로 연대해온 것에 대하여 항상 고맙게 생각해왔습니다.

The North Korean Freedom Coalition believes you accurately described the Kim Jong-il regime as “a regime arming with missiles and weapons of mass destruction, while starving its citizens.” We were greatly encouraged when you signed the North Korea Human Rights Act of 2004 citing its "useful new tools to address the deplorable human rights situation in North Korea" and vowing to "work with other concerned states in the region and internationally to take steps to improve the lives of the average North Korean." We appreciated your subsequent appointment of Jay Lefkowitz as your Special Envoy to "greatly enhance our efforts to encourage North Korea to accept and abide by internationally accepted human rights standards and norms.”
대통령 각하께서 김정일 정권을 “자국민들을 굶겨죽이면서 미사일과 대량살상무기를 만드는 정권”이라고 말씀하신 것은 정확한 표현이었고, 각하께서 2004년 북한인권법안을 서명하면서, “북한의 심각한 인권상황을 개선할 수 있는 도구”이며, “북한주민들이 삶을 향상시키려고 노력하는 국제사회와 협조할 것”을 약속했을 때, 우리 모두가 크게 힘을 얻었었습니다.

We were very encouraged when, in 2005, you met with North Korean defector Kang Cheol-hwan, and in 2006, on North Korea Freedom Day, you met the director of Free North Korea Radio, Kim Seung-Min, and Kim Han-mee and her family, as well as Sakie and Shigeru Yokota, and Shigeo Izuku, whose family members had been abducted by Kim Jong-il’s regime.
그 후, 2005년에 탈북자 강철환 씨를 면담하시고, 2006년 북한자유의 날 행사 때에는 자유북한방송의 김성민 국장과 김한미 가족, 김정일에게 납치되어간 딸을 찾으려고 세계를 헤메고 다니는 요코다 사키에 여사와 그의 아들 시게루 씨를 면담하셨을 때, 우리는 더욱 고무적 희망으로 벅찼었습니다.

Your administration has worked to hold this regime accountable for its illicit activities: counterfeiting, money laundering, and drug-trafficking. The section 311designation by the Treasury Department had a strong impact on the regime’s inner circle. The UN Sanctions imposed after the missile tests of July and the nuclear test of October 2006 stand as great achievements in your administration’s international diplomatic initiatives. The effect of these measures was clearly felt by the regime, as evidenced in its strong protests and sales of gold overseas.
각하의 정부는 김정일의 불법행위들: 위조지폐, 불법자금 세탁, 마약밀매를 지적 규탄했고, 미재무부에서 북한정권을 애국법 311조항으로 묶음으로서 김정일 정권을 바짝 조였었습니다. 김정일이 미사일을 날리고 핵실험을 한 뒤, 유엔에서는 대북결의안을 통과시켰습니다. 이런 일련의 조치는 김정일에게 큰 타격이었고, 김정일의 비명이 귀에 들리는 것 같았습니다.

Just as these efforts were beginning to bear fruit, State Department negotiators persuaded you to mitigate this pressure in order to win North Korean acceptance of additional meetings and vaguely-worded commitments relating to North Korea’s nuclear ambitions.
이렇게 일이 제대로 진전되고 있었는데, 미국무부 관리들이 갑자기 각하에게 딴 소리를 시작했습니다. 김정일의 핵만 해결할 수 있다면 김정일에 대한 압박을 풀어야 한다는 헛소리들 말입니다.

Leverage obtained over years of showing strong resolve to halting the regime’s activities were exchanged for a commitment to again shut-down Yongbyon, an “empty shell” according to the defectors, and to talk.
오래동안 여러 해 쌓아온 수고가 하루 아침에 무너졌습니다. 남한에 온 탈북자들 말로는 영변 핵시설은 “빈 껍데기”만 남은 시설인데, 미국은 북한이 핵을 폐기한다면 북한과 계속 더 얘기하자는 것으로 돌아선 것 같습니다.

These actions have given Kim Jong-il’s regime new life: American criticism of North Korea’s illicit activities has been modified, our insistence on international sanctions has been undercut, and our criticism of the regime’s human rights record has been quieted. These actions have undermined the long-term interest of the United States in Asia and undermined negotiations with other hostile rogue states; harmed our alliance with the government of Japan; and betrayed the people of North Korea.
어쩌자고 김정일을 다시 살려주자는 것입니까! 그동안 북한의 불법행위를 규탄해온 미국 여론도 무시하고, 국제사회가 북한을 경제적으로 봉쇄하자던 결의도 무시하고, 그동안 각하께서 걱정하던 북한의 인권도 무시하겠다는 겁니까? 아시아에서 미국의 장래는 어찌할 것이며, 딴 깡패국가들이 이런 처사를 보면 미국을 어떻게 생각할 것이며, 우리의 우방 일본과의 동맹은 어쩔 것이며, 그리고 정말 북한주민들을 배신할 작정입니까!

As you deal with North Korea in the critical months ahead, we urge you to:
앞으로 몇 달이 북한문제에 관하여 제일 위급한 시기입니다. 다시 부탁드립니다:

1) Reaffirm designations under section 311 of the Patriot Act for banks that facilitate North Korea’s illicit activities;
북한의 불법행위를 다시 애국법 311조항으로 지정하고 묶어 버리십시오.

2) Promise energy assistance and medical and food aid only when -all abductees and POWs are released and allowed to return to their homeland; -aid can be monitored as required under UN resolutions 1695 and 1718; -North Koreans are allowed freedom of movement; and
-the political prison camps are dismantled and the International Red Cross is allowed to administer to the victims there.
북한에게 에너지 지원과 의약품 식량 지원 보내주는 것 좋습니다. 단지,
- 모든 납북 당한 사람들과 국군포로들이 고향으로 돌아온 다음에,
- 유엔 결의안 1695, 1718에 따라 모든 지원을 사찰감독할 수 있다면,
- 북한주민들이 자유로 여행할 수 있다면,
- 모든 정치범수용소를 해체하고 국제적십자가 희생자들을 조사한 뒤

We also encourage you to
부시 대통령 각하, 다시 부탁드립니다.

3) implement and fully fund the North Korea Human Rights Act of 2004;
2004년 북한인권법안을 당장 전부 집행하시오.
4) continue to list North Korea as a state sponsoring terrorism until it apologizes for past terrorist incidents, makes restitution to persons killed or harmed by its terrorist acts, and returns perpetrators of terrorism to justice in countries where the acts were committed; and
북한을 테러지원국가 명단에서 빼어주지 마시오.
5) instruct U.S. negotiators to insist on human rights protections for North Korea’s citizens in any discussions.
미국 협상 팀에게 모든 회의에서 북한주민들의 인권을 꼭 거론하라고 지시하시오.

We strongly desire the peaceful reunification of the Korean peninsula and the normalization of relations with North Korea, but this can only be accomplished when the regime is pressured to protect the human rights of its own citizens.
우리들도 한반도가 평화적으로 통일되는 것을 바라지만, 그것은 북한인권 문제가 해결된 다음의 일입니다.

The nuclear issue is a diversion from the real issue: human rights. No one understands this better than the 10,000 strong North Korean defectors, who have escaped their enslavement to live in freedom. Because of your past actions, they have long believed that you and your administration are the greatest hope today to helping the millions still enslaved. There is still time, and we hope and pray that as the leader of the Free World, you will stay true to your principles and promote human rights for the North Korean people. We also hope that you will meet with the leadership of the North Korean defectors when they visit Washington, D.C. for North Korea Freedom Week April 22-29, 2007.
핵문제는 북한이 저들의 인권문제를 회피하기 위한 수단입니다. 자유를 찾아 남한에 정착한 1만명 탈북자들은 이런 김정일의 수단을 꿰뚫어 보고 있습니다. 부시 대통령 각하와 각하의 정권이야말로 북한에서 노예같이 살아가는 수천만 주민들에게 유일한 희망이었습니다. 아직 시간은 있습니다. 자유세계의 지도자로서, 대통령 각하께서 원칙을 따라서 북한주민들의 인권을 주장하시면 됩니다. 그리고 4월말 워싱턴 북한자유주간에 참석하는 탈북자 대표단을 면담하십시오. 부탁드립니다.
