Why Balloon Launches to North Korea Must Continue

왜 대북전단지 풍선날리기는 무슨 일이 있어도 계속되어야 하는가?

There has been much controversy swirling about the recent pronouncements against the non-governmental organizations launching balloons over North Korea. The South Korea government is under enormous pressure from the North Korean regime to intervene and stop these launches. There has been a steady stream of angry declarations and threats from North Korea starting with a threat to shut down Kaesung, cut off all ties with South Korea, and turn South Korea into debris.

남한의 엔지오들이 북한으로 날려보내는 대북전단지 풍선 날리기 때문에 요즈음 찬반 논쟁이 요란합니다. 북한정권은 남한정부에게 엔지오들의 이 전단지 날려보내기를 억제하여 중단시키라고 전례없는 압박을 가하면서, 개성공단을 폐쇄하겠다, 남한과의 모든 연계를 끊어버리겠다, 남한을 잿더미로 만들어버리겠다, 계속 분노에 가득찬 성명과 협박을 내려보내고 있습니다.

These declarations are just more evidence of how critically important these messages from the free world are in reaching out to the North Korean people. Today, it is perhaps more important than ever that these launches continue because of the declining health of Kim Jong-il and the uncertainty clouding succession in North Korea. Now, more than ever before, the North Korean people need to know the truth: that South Koreans and Americans are their friends who have been trying for decades to save them from starvation and to pressure their dictator to reform his regime. The North Korean people need to know, now more than ever before, that despite decades of propaganda that South Koreans and Americans are NOT their greatest enemies, but their true enemy is Kim Jong-il, and the greatest threat the North Korean people face is not from those of us living in the free world, but their Dear Leader who is universally loathed and considered one of the worst dictators in modern history.

북한의 이러한 반응만 보더라도, 우리 자유세계가 북한주민들에게 이런 메시지를 날려보내는 일이 얼마나 중요한 일인가, 곧 알 수 있습니다. 김정일의 건강이 악화되고, 북한의 권력승계가 불확실한 요즈음, 전단지 날려보내기 운동은 아마 그 어느 때보다 더 중요한 사업이 되었다고 말할 수 있겠습니다. 이제 북한주민들이 진실을 알아야 할 때가 왔습니다: 남한국민들과 미국민들은 북한주민들의 친구로서, 지난 수십년간 북한주민들을 기아에서 구하려 노력해왔고, 북한의 독재자에게 체재를 개혁하라고 주장해왔다는 사실을 알려야 합니다. 북한주민들에게는, 그 어느 때보다 더, 당신들의 불구대천 원수는 남한동포들이나 미국사람들이 아니라, 바로 김정일이란 진실을 알려야 합니다. 북한주민들이 두려워해야 할 위협은 자유세계에 사는 우리들이 아니라, 현대사에서 제일 악독한 독재자라고 세상 모든 사람들이 지탄하고 혐오하는 당신들의 친애하는 수령님이란 사실을 알려야 합니다.

The South Korean government must resist the pressure and the threats from the North Korean regime and stand in solidarity with those who are sending in balloons. With the election of President Lee Myung Bak, South Korea finally has a leader who cares about the suffering North Korean people, who have had no one to represent them at the 6 Party Talks, the North-South summits as all agreements have been focused on Kim Jong-il’s nuclear threats. It is long overdue for someone in a position of authority in South Korea to act in the best interest of the North Korean people for a change, and not act in the best interest of Kim Jong-il, which was clearly the policy of Lee’s predecessors Kim Dae-Jung and Roh Moo-hyun. Remember that these balloon launches were once something that the South Korean government sponsored before D.J. Kim ushered in the “Sunshine Policy” that brought no sunshine to North Korea, just prolonged agony, suffering, darkness and death.

남한정부는 무슨 일이 있어도 북한정권의 압박과 공갈위협에 굴하지 말고, 풍선을 날려보내는 자유투사들과 합심 동조해야 합니다. 이제 남한에는 이명박 대통령 정부가 들어섰으니, 대한민국에는 드디어 북한주민들의 수난을 함께 가슴 아파하는 지도자가 생겼습니다. 그동안 6자회담이나 남북 정상회담에서는 북한주민들의 수난을 외면하고 김정일의 핵위협 제거에만 촛점을 맞추어 왔었습니다. 매우 늦은 감은 있지만, 이제 남한에서 실권을 가진 분들이, 김대중 노무현 전 대통령들처럼 김정일의 실리를 위하여 일하는 것을 중단하고, 북한주민들의 실리를 위하여 분주할 때가 왔습니다. 이 발룬 날리기 사업은, 김대중 씨의 햇볕정책이 들어서기 전에는 남한정부가 하던 사업이었습니다. 김대중 씨의 “햇볕정책”은 북한주민들에게 햇볕이 아니라 오히려 고통과 수난과 암흑과 죽음을 더 연장시켰습니다.

Furthermore, these balloon launches are important because we know that due to a lack of electricity there are whole sections of North Korea that can only be reached with these messages. While I continue to be a huge supporter and advocate of Free North Korea Radio and all those who are broadcasting into North Korea, we also need to reach out to those who have no access to this medium. Just last month I interviewed several North Korean women who had never had the opportunity to tune into outside radio or television programs, but knew and had seen the pamphlets. One woman who lived just north of the DMZ told me she hoped the South Korean people would continue to send them, but she told me, “Please include in the messages that the food that they are sending with the leaflets is not poisoned, because the North Korean regime has told us if we eat the food our skin will fall off and we will die.”

전기가 안 들어오는 곳이 많은 북한에 이 전단지가 안 가는 곳은 없다는 사실을 감안하면 풍선날리기 사업이 더욱 중요하다고 볼 수 있습니다. 필자는 그동안 자유북한방송과 기타 대북방송에 종사하는 분들을 할 수있는 데까지 돕고 지원해왔습니다. 그러나 방송을 듣고싶어도 못 듣는 북한주민들에게는 이 풍선날리기 사업은 꼭 필요합니다. 지난 10월, 필자는 탈북여성 몇 분과 면담한 적이 있습니다. 그 분들은 북한에서 라디오 방송이나 텔레비 방송을 들은 적은 없지만 남한에서 날려보낸 전단지는 본 적이 있다고 말했습니다. 휴전선 바로 위에 살던 한 탈북여성은, “전단지와 함께 보내는 음식물에는 독약이 들어있지 않다는 메시지도 실어주세요. 북한정권에서는 그 음식물을 먹으면 피부가 썩으면서 그 자리에서 즉사할 것이라고 겁을 줍니다,” 라고 말했습니다.

The most important thing to remember is what these pamphlets being sent into North Korea are all about. Park Sang Hak and the Fighters for a Free North Korea are sending in messages of true history and true facts about Kim Jong-il along with money to help North Koreans survive. There is nothing more powerful than North Koreans living in freedom reaching out with the truth to their brothers and sisters living in enslavement. Other NGOs are sending in pamphlets with messages of hope to their loved ones, specifically abductees taken from South Korea against their will to North Korea, while Christian NGOs are sending in messages of love and forgiveness about Jesus Christ and a loving God, while pointing out that Kim Jong-il is no god.

가장 중요한 일은 우리가 북한으로 날려보내는 메시지의 내용이 어떤 것인가, 그 내용물을 명심해야 하는 것입니다. [자유북한운동연합]의 박상학 대표는 진실된 역사와 김정일에 관한 사실을 보내면서, 북한주민들이 살아남으라고 돈까지 넣어 보냅니다. 남에서 자유를 찾은 탈북자들이 북에서 노예처럼 죽지못해 살아가는 형제자매들에게 진실을 알리는 것보다 더 강력한 메시지는 없습니다. 딴 엔지오들은 북한으로 납치되어간 사랑하는 가족들에게 희망의 메시지를 보내고, 기독교 엔지오들은 예수님이 사랑의 하나님이지, 김정일은 신이 아니란 사실, 사랑과 용서를 담은 메시지를 보냅니다.

Why has North Korea reacted so vehemently against these launches?

북한정권이 왜 이토록 그악스럽게 전단지 보내기 운동을 반대합니까?

Because Kim Jong il ironically seems to understand something that we in the free world are sadly forgetting, this simple fact: the truth shall set you free. His regime relies on propaganda and isolation to keep the North Korean people literally “in the dark” about the prosperity in South Korea, brought about through capitalism, and freedom and respect for human rights, – all concepts that are a deadly threat to Kim’s dictatorship. He furthermore cannot have NGOs pointing out that there is a God who loves, redeems, forgives, and frees because Kim is no god, but a dictator who hates, condemns, enslaves and kills.

역설적이고 한심하지만, 자유세계에 사는 우리들은 잊고 지내는 진실을 김정일은 너무나 잘 알고있기 때문입니다: 진실이 너희들을 자유롭게 하리라! 김정일 정권은 선전선동과 북한주민들을 문자 그대로 “암흑 속”에 가두어두고 고립시켜서 자신의 정권을 유지하고 있습니다. 남한이 자본주의를 통한 번영과 자유와 인권으로 잘 살고 있다는 사실을 북한주민들에게 철저히 숨김으로서 정권을 유지하고 있습니다. 이런 사실들이 북한주민들에게 알려지면 김정일 정권은 끝장이기 때문에 대북전단지 진실을 그토록 두려워하는 것입니다. 더구나 엔지오들이 보내는 또 다른 메시지 – 진짜 하나님은 우리를 사랑하시고 구원하시고 용서하시는데, 하나님 행세를 하는 김정일은 세상을 증오하고 저주하며 모든 국민들을 노예로 만들고 죽인다는 메시지를 그냥 내버려 둘 수 없는 것입니다.

At this time of great uncertainty, we must ask ourselves on whose side do we want to stand: those who reach out with concern to the North Korean people with messages of truth, hope, and love OR do we want to stand on the side of Kim Jong-il, the man responsible for genocide against the people of North Korea.

앞으로 무슨 큰 일이 날 지 불안한 이 시기에 우리는 어느 편에 가담할 것인가, 결단을 내려야 합니다: 북한주민들에게 진실과 희망과 사랑의 메시지를 보내는 편에 설 것인가, 아니면 북한의 인종학살범 김정일 편에 설 것인가, 결단을 내려야 합니다.

Now is the time to choose your side and take a stand.

더 이상 기다릴 수 없습니다. 이 쪽이든 저 쪽이든 어느 편에 설 것인가, 우리 모두 결단을 내려야 할 시기가 왔습니다.
