Amnesty International should go to Pyongyang!

Amnesty International Special Investigator should go to Pyongyang first, instead of Seoul!

It was reported that the Amnesty International researcher/inspector came to Seoul to investigate the human rights violations in South Korea. The airplane had wrong destination. If you want to investigate human rights violations, you should have gone to Pyongyang, not Seoul. I also read the fantastic accomplishment of the Amnesty International inspector within only a few days in Seoul. The inspector’s report is due on July 17th, I heard. Well, everybody can hardly wait what the report will be like.

The inspector arrived in Seoul with loud announcement, maybe too loud. Amnesty International is an international NGO as it is called, but AI is mightier than any other international organization. They came to Seoul with incomparable authority and power.

“A special inspector of Amnesty International was dispatched in a hurry to investigate human rights violations by the South Korean government to suppress the candlelight demonstrations against the U.S. beef importation!” “First time ever to dispatch a special investigator by Amnesty International to look into a special incident!” The newspapers in South Korea announced the arrival of Ms. Norma Kang Muico, the special investigator from Amnesty International even before she arrived in South Korea.

Well, Mrs. Norma Kang Muico upon arrival in Seoul on July 4th declared, “Amnesty International watched very closely the candlelight demonstrations in South Korea for month and a half. We believe there were serious violations of human rights. AI dispatched me here in a hurry to investigate the situation.

What situation? The candlelight demonstrations were and are nothing but illegal mob riots by the anti-American agitators. They spread wild stories like, if you eat the beef imported from the U.S., you will surely get the mad cow disease and die with your brain all punctured hollow. Well, the Americans and the Korean-Americans living in the U.S. are all very well and look healthy. Mass hysteria about the U.S. beef began to subside in South Korea. Now, how about the human rights violations by the government authority during the candlelight demonstrations? This will never end! Mad cow disease-human rights violations by the government authorities, and so forth.

The anti-American, anti-government candlelight mobs occupied the center square of the Republic of Korea for two months. They shouted, Yankee, go home! And Impeach the President! Traffic came to a standstill, all shops were closed at the center city, and the nights of horror continued more than two months in Seoul. They tried to march into the Blue House, they threw garbage into the major newspaper buildings they did not like, they destroyed the police vans, and they lynched the police and the citizens who tried to stop them.

I have to add this. There is no angel-like police in the world like the police of South Korea. Police brutality? The police got beat up by the mob! These agitators were in the U.S. They were in Belgium. I saw them with my own eyes how docile and obedient in front of the police. Why do they become monsters and mobs when they are home in front of their own police?

It is somewhat encouraging to read that Amnesty International secured reports about the police officers that were beaten by the mob. There were instant trials by the mob during the candlelight demonstrations. There were mob lynching by mob law. AI must investigate all these allegations. The President of the Republic of Korea and the National Police Chief did nothing to stop these illegal mob demonstrations. They are also responsible for the human rights violations by not executing the laws, are they not?

I agree with the AI special investigator, Mrs. Norma Kang Muico, when she said, “The candlelight power is people’s power!” I agree with her when she says she will investigate about the water cannon, and the newspaper ads by the Justice Department, and by the National Police. Yes, she is brave and persistent. However, what about the three million people who died of starvation in North Korea? Why is she silent about the human rights violations in North Korea? What about the brutal dictatorship by Kim Jong-il?

I read that Amnesty International has (53) branch offices all over the world. I read that Amnesty International has more than 1 million members in (190) countries. I am warning you though, Amnesty International! You have to follow what you wrote on your famous website page. We are not for ourselves. We go wherever there are human rights violations. Amnesty International must dispatch its special investigator to Pyongyang first to investigate the atrocities committed by Kim Jong-il, not to Seoul where everybody enjoys freedom and democracy.

앰네스티 조사관은 평양으로 가라! [2008-07-15 ]


국제 앰네스티 조사관이 남한의 인권침해 상황을 파악하기 위해 서울에 도착했다고 한다. 비행기를 잘못 탔다. 인권침해상황을 파악하려면 평양을 가야했다. 서울에 머문 지도 얼마 안 되는데 성과 또한 눈부시다. 문제의 본질을 외면함으로 부각될 수밖에 없었던 ‘한국에서의 인권침해상황’은 18일 발표된다는 조사관의 보고서를 목마르게 기다리고 있는 형국이다.

시작부터가 요란했다. 국제적 규모의 NGO단체라지만 국제사회의 그 어느 단체나 기구도 흉내 낼 수 없을 만큼의 막강한 파워를 과시하며 서울로 입성했다.

“한국의 촛불집회에 정부가 과잉진압 등을 통해 인권침해를 하고 있지 않은지 여부를 조사하기 위해 국제 앰네스티가 비정기 조사관을 긴급 파견!”, “앰네스티 국제사무국이 연례 정기조사 이외에 특정 사안에 관한 긴급 조사를 목적으로 조사관을 한국에 공식 파견하는 것은 이번이 처음!”... 강 아무개 조사관이 한국에 입국하기도 전에 언론에 보도된 내용들이다.

힘 받은 강 무이코 동아시아 조사관은 4일, 서울에 도착하자 바람으로 “국제엠네스티가 한국의 촛불집회를 한 달 반 동안 지켜봤고, 인권침해가 심각하다고 판단해 자신을 긴급 파견해 조사하도록 했다”고 말했다. 인권침해란 말, 참 여러번 하고 다닌다.

필자의 눈에 비친 촛불집회란, 30개월 된 미국산쇠고기를 먹으면 너도 나도 광우병에 걸려 뇌에 숭숭 구멍이 생겨 죽고 만다는 남한의 “반미전사”들이 만들어낸 선전과 선동에서 비롯된 것이다. 죽는다는데 살아있음을 과시하지 않을 사람이 어디 있겠는가. 격노했던 군중심리가 잦아들 무렵엔 앗 불사, “공권력에 의한 인권침해 사례”가 또 한 개의 작품으로 만들어 지고 있었다.

그동안 대한민국의수도 중심부에서는 촛불문화제를 빙자한 대통령 탄핵과 반미운동이 확산됐으며 교통이 마비되고 주변상가들의 피해가 속출하는 등 거리를 점거한 시위대에 의하여 공포의 밤이 두 달 여나 연출됐다. 청와대로 쳐들어가고, 맘에 들지 않는 메이저신문사들에 쓰레기를 투척하고, 경찰차를 뚜드려 부수는가 하면 이를 제지하는 자들을 무장해제 시킨 채 논판의 메뚜기 밟듯 마구 밟아 버렸다.

말이 난 김에 한마디 덧붙이면 대한민국의 경찰만큼 어질고 순해빠진 공권력이 어디 있는가. 서울에서 그토록 용감무쌍하던 “한반도 평화원정대”와 좌파 NGO단체들이 미국과 벨기에서만큼은 폴리스라인 내에서만 팔짝 팔짝 뛰는 것을 목격한바 있는 필자는, 이 나라 경찰이 세상에서 가장 물러터진데 반해 이 나라 좌익 시위대야 말로 (국내에서 만큼은)세상에서 가장 용맹스러운 자들임을 단언할 수 있다.

다행히도 그처럼 용맹한 시위대에 의해 얻어터진 경찰들을 상대로도 피해사례를 접수했다고 하니 남은 것이란 광화문의 밤거리에서 여론 재판과 판결, 형 집행까지 주도한 위법 자들을 찾아내는 것이요, 이러한 불법시위를 두 달 여나 방치한 대한민국 대통령과 경찰총수의 직무유기를 세상에 공포하는 일일 듯하다.

“촛불은 위대한 피플파워”라고 거듭 평가한 강 무이코 조사관의 이야기에 동감한다. 경찰의 물대포 사용과 법무부와 검찰의 광고 관련 방침도 따져보아야 하겠다는 그녀의 강인함에 찬사와 격려를 보낸다. 그러나 막상 인류의 보편적 가치라고 일컫는 인간의 생명과 권리를 위해 지혜와 용기를 가지고 찾아가야 할 곳은 쇠고기를 먹고 안 먹고가 문제인 대한민국이 아니라 300만 백성이 무리로 굶어 죽어간 독재의 왕국 저 북한 땅이 아닌가 싶다.

데일리서프를 통해서였는가, 그 말씀 한마디도 잘 하셨다. “지난 11일 촛불집회 문제로 수감된 구속자 중 사망설 유포 혐의를 받고 있는 최모씨 등 모두 세 명에 대한 특별접견을 차례로 요청했지만 재판결과에 영향을 미칠 수 있다는 이유로 모두 거부당했다”면서 관계자란 사람을 내 세워 “앰네스티로서는 전례가 없는 조치요 대접”을 받았더라는 여인.

미친소 파동으로 광분하던 촛불의 영향력 아래서가 아니라 국제적 규모의 인권단체 조사관으로써 그에 상응한 대접과 권위를 인정받으려거든 지금이라도 인권의 불모지대인 평양으로 가라. 관광길에 오른 무고한 남한 국민을 향해 사살명령을 내리는 평양의 김정일을 찾아가 독재 권력의 횡포를 따져야 하지 않겠는가.
