12월 2일, 정오부터 2시까지 전 세계적으로 중국대사관 영사관 앞에서 탈북난민 강제북송 항의시위가 열립니다. 이번 행사는 미국의 북한자유연대가 주관하고, 미국 기독교 단체 [오픈 도어스]에서 적극 동참합니다. 오늘 아침 [오픈 도어스]에서 항의시위에서 쓰라고 기도문이 왔습니다. 북한인권에 관한 모든 것을 포함한 기도문입니다. 항의시위에 참여하시는 분들을 물론, 직접 참여하지 못하는 분들도 함께 기도해주시기 바랍니다. 서울에서는 12월 3일(일요일) 정오에 중국대사관 앞에서 항의시위가 열립니다.

International Protest Against China’s Violent Repatriation of North Korean Refugees

Leadership (지도자들)
Many have said that North Korea is the most rigidly controlled place on Earth. It is an oppressive, classically totalitarian nation that, like other absolutist states, has no tolerance for any kind of dissent or even discussion of political and economic issues. What does this mean for the North Korean people? Slavery.
많은 사람들이 북한은 이 세상에서 가장 강압적 통제를 받는 나라라고 말했습니다. 북한정권은 강압적이고, 전형적인 전체주의 국가로서, 딴 절대독재 국가들처럼 어떤 종류의 반대도 용납하지 않고, 정치적 경제적 토론도 허락되지 않는 국가입니다. 이런 정권은 북한주민들에게 무엇을 의미합니까? 노예적 삶을 의미하는 것입니다.

■ Pray that God will soften the heart of Kim Jong Il and that he will extend freedom to his people.
- 하나님께서 김정일의 마음을 움직여서 김정일이 자국민들에게 자유를 허락하도록 기도합시다.
■ Pray for the North Korean defectors in South Korea who have begun drawing up plans for how to transform the nation into a prosperous and free democracy.
- 남한으로 탈출하여 북한을 자유민주주의와 번영의 국가로 바꾸기 위하여 일하기 시작한 탈북자들을 위하여 기도합시다.
■ Pray for the future when Kim Jong Il is gone and that God will prepare people to lead the painful and far-reaching transition process to avoid chaos and uncertainty.
- 김정일이 사라지고 북한주민들이 자유인으로 설 때, 혼란과 불안을 피할 수 있도록 하나님께서 그 사람들을 인도해주십사고 기도합시다.
■ Pray that a democratic person will be placed in leadership who will lead on the path to confession of guilt, repentance and reconciliation for the regime’s many crimes against its people.
- 북한정권을 교체할 지도자가 민주적 인사로서, 이제까지 정권이 주민들에게 저지른 수많은 범죄행위를 사실대로 고백하고 반성하고 화합할 수 있는 능력의 지도자가 선택되게끔 기도합시다.
■ Please pray for the U.S. and South Korean governments to have the wisdom and the will to support freedom and human rights for all North Koreans.
- 미국정부와 남한정부가 북한주민들의 자유와 인권을 위하여 노력하게끔, 하나님께서 그들에게 지혜를 주십사고 기도합시다.


Prisoners(북한의 죄수들)
North Korea is often described as one huge prison, but in fact, there are various types of prisons distinguished by finely calibrated levels of brutality. Kim Jong Il describes those who have even passively opposed his rule as “cancers that must be cut out.” In North Korea this means death or prison. Punishment is not limited to the offender, but also three generations of the offender’s family.
사람들은 자주 북한을 나라 전체가 하나의 거대한 감옥으로 표현하곤 합니다. 그러나, 북한은 그 잔혹함의 차이에 따라서 분류될 수 있는 여러 형태의 감옥들이 존재하고 있습니다. 김정일은 북한정권에 대하여 수동적으로 반대하는 사람들조차도 “도려내야 하는 암적 존재”라고 규정합니다. 북한에서 이것은 곧 죽음이나 감옥을 뜻합니다. 그리고 처벌은 당사자만 당하는 것이 아니라, 3대를 걸친 연좌제로 전가족이 처벌 당합니다.

■ Pray for the release of all North Koreans who have been unjustly imprisoned.
- 죄없이 감옥에 갇혀있는 모든 북한주민들의 해방을 위하여 기도합시다.
■ Pray for the prison administrators and guards to have compassion on the prisoners, that they may stop the torture, beatings, forced abortions, and other cruel treatment.
- 감옥에서 일하는 사람들과 간수들이 죄수들에게 연민을 갖게 되도록, 그래서, 고문과 구타, 강제유산 등 잔인한 처벌을 그치도록 기도합시다.
■ Pray that the prisoners receive the nourishment to survive and that they will have the strength to perform the hard labor required of them.
- 죄수들이 살 만큼은 영양분 배급을 받아, 강제 중노동을 이기고 살아남을 수 있게 해달라고 기도합시다.
■ Pray that greater awareness of these prisons will be brought to the free world so that international pressure can be brought to shut these prisons down.
- 자유세계가 이러한 강제수용소의 존재를 알아서, 이 감옥들을 폐쇄하라고 국제사회가 들고 일어나게끔 기도합시다.
■ Pray for the West to have the will and wisdom to address these issues with China, Russia, and North Korea. Pray that human rights will be included in the six-party talks with North Korea.
- 서방세계가 이 문제에 관하여 중국, 러시아, 북한과 논의할 수 있는 의지와 지혜를 갖게끔 해달라고 기도합시다. 북한과의 6자회담에서도 이런 인권문제들이 거론될 수 있도록 기도합시다.

Famine (대량아사)
North Korea has been facing a severe food shortage since the mid 1990’s. According to Amnesty International, this crisis developed for a number of reasons including constraints within the country’s economic system, the collapse of strategic economic ties following the break-up of the Soviet Union in 1991, the decline in trade with China following its normalization of relations with South Korea, natural disasters including famine and floods, and human rights abuses.
1990년대 중반부터 북한은 심각한 식량부족 위기에 처해 왔습니다. 국제사면기구에 의하면, 이 위기의 원인은 여러가지를 들 수 있습니다: 북한의 경제체재, 1991년, 소련의 붕괴에서 온 전략적 경제유대의 붕괴, 중국과 남한의 국교정상화로 중국과의 교역 감소, 기아와 홍수와 인권유린에 따른 자연재해, 등이 그 원인들입니다.

■ Pray that a greater awareness of this situation will be brought to the international community.
- 북한의 참상을 국제사회가 더 많이 알게끔 기도합시다.
■ Pray that the food being distributed by the UN and NGOs will reach the common people and that monitors will do an effective job.
- 유엔과 엔지오들이 보내는 구호식품들이 일반주민들에게 배급되고, 엔지오들이 배급과정을 더 철저히 관리할 수 있게 되도록 기도합시다.
■ Please pray that God will literally give the North Koreans their daily bread and food and that food will reach the people who need it so badly.
- 하나님께 정말로 북한주민들에게 일용할 양식과 빵을 주십사고, 그리고 그 식품들이 그것을 제일 필요로 하는 사람들에게 배급되도록 기도합시다.
■ Pray for rain and that God will multiply this year’s harvest.
- 하나님께 올해 북한의 농사가 잘 되도록 비를 부탁하는 기도를 합시다.
■ Pray for the people who risk their lives every day to obtain food for their families. Pray especially for those who flee to China that they will be able to obtain food and return to their families without being apprehended.
- 가족을 구하기 위하여 생명을 걸고 먹을 것을 찾아다니는 사람들을 위하여 기도합시다. 특히 중국으로 건너가서 먹을 것을 얻어서 북한에 있는 가족들에게 돌아가는 사람들이 경비원들에 의하여 체포 당하지 않게끔 기도합시다.
■ Remember the child beggars on the streets and pray for their protection. These children have no one to care for them.
- 길거리를 헤매는 꽃제비 아이들과 그들의 신변안전을 위하여 기도합시다. 이 아이들을 돌볼 사람이 이 세상에 아무도 없습니다.


Religious Persecution (종교 박해)
In North Korea, you are not allowed to express your faith freely. Despite virtually no freedom of religion in North Korea, the government has four “show” churches to demonstrate to tourists that there is freedom of religion in the country. North Koreans must receive permission to attend these churches and the waiting list is very long.
북한에는 종교의 자유가 없습니다. 종교자유가 전혀 없는 북한에, 북한정권은 외국 방문객들이 보라고 “간판 교회”를 4곳에 만들었습니다. 북한주민들은 이 교회에서 예배를 볼 수 없으며, 많은 사람들이 대기상태라 합니다.

■ Pray that Kim Jong Il will be willing to allow North Koreans to practice religions other than Kimilsungism.
김정일이 북한주민들에게 김일성敎 이외에도 딴 종교를 허락하도록 기도합시다.
■ Pray for safety and courage for those believers who practice their faith in secret.
- 북한에서 몰래 하나님을 믿는 종교인들의 안전과 용기를 위하여 기도합시다.
■ Pray for the release of those believers who are currently imprisoned for their faith.
- 하나님을 믿는다는 이유로 감옥에 갇혀있는 종교인들의 석방을 위하여 기도합시다.
■ Pray that believers will be able to teach their faith to their children.
- 북한에서 하나님을 믿는 사람들이 자녀들에게 종교를 가르칠 수 있게 해달라고 기도합시다.
■ Pray against the lies and deception being presented to North Koreans and that outside information will become increasingly available through radio, video, and literature.
- 북한주민들이 북한정권의 거짓말과 기만에서 벗어나도록, 그리고, 북한주민들에게 밖으로부터 라디오, 비디오, 인쇄물을 통하여 많은 정보를 들여보내도록 기도합시다.
■ Pray for supernatural experiences of the presence of God to occur to all classes of North Koreans in the core, wavering, and hostile caste groups.
- 북한의 모든 계층이, 권력중추부, 중간세력, 반정권 세력들이 모두 하나님의 존재를 느낄 수 있게끔 기도합시다.

Refugees (탈북난민들)
Thousands of North Koreans have fled to China in search of a better life. Some try to leavepermanently as they seek freedom or flee religious persecution, and others cross the border in search of jobs or food so that they can return and support their starving families in North Korea. It is estimated that between 100,000 and 300,000 North Korean refugees are hiding in China. Reaching China does not mean freedom for refugees because China has an agreement with North Korea to forcibly repatriate all refugees. Since leaving North Korea is a capital offense, China’s policy essentially sends refugees to their death or to a life of imprisonment in one of North Korea’s many political prisoner camps.
수만명 북한주민들은 굶어죽지 않으려고 중국으로 도망쳤습니다. 어떤 사람들은 자유를 찾기 위하여, 종교적 박해를 피하기 위하여 영원히 고향을 등졌고, 어떤 사람들은 일자리나 먹을 것을 찾기 위하여 중국에 가서 돈을 벌면 가족들을 먹여 살리기 위하여 다시 북한으로 돌아오는 사람들도 있습니다. 중국에 숨어사는 탈북난민들의 숫자는 정확하지는 않지만, 약 10만에서 30만 명으로 추정됩니다. 이들이 중국으로 탈출해도 이들에게 자유가 보장되는 건 아닙니다. 중국정부는 북한정부와, 난민들을 강제송환하겠다는 상호협정을 했기 때문입니다. 북한은 주민들이 越境하는 것을 중죄로 취급하기 때문에, 이들이 북한으로 강제송환 당하면, 북한의 정치범 수용소에 평생 갇혀 살든지, 아니면, 죽음이 기다리고 있습니다.

■ Pray for divine protection for refugees who are escaping North Korea and for those hiding in China.
- 북한을 탈출하여 중국에 숨어사는 난민들을 하나님께서 보호해달라고 기도합시다.
■ Pray for wisdom and protection for the Christians, missionaries, and humanitarian workers who are helping to care for these refugees.
- 이들 난민들을 돕는 기독교인들, 선교사들, 인도적 일꾼들에게 지혜를 주고 이들을 보호해주십사고 기도합시다.
■ Pray for the refugees in China that they will escape the exploitive situations that many are in. Pray specifically for the women who are being sexually exploited and for the refugees who are being used for slave labor. Pray that God would change the hearts of their exploiters.
- 중국에서 숨어사는 난민들이 착취 당하지 않게끔 기도합시다. 특히 성매매로 팔려다니는 탈북여성들을 위하여, 또한 노예처럼 강제노동에 시달리는 난민들을 위하여 기도합시다.
■ Pray also for the border guards, that their seeing eyes may be made blind, and that many people will flee North Korea and will be able to build better lives for themselves outside of the country.
- 국경경비대원들의 눈을 멀게 하여, 북한주민들이 더 많이 탈북하여, 딴 나라에서 새삶을 누릴 수 있게 해주십사고 기도합시다.
■ Pray that China will allow the UNHCR to have access to the North Korean refugees and that they will stop the forcible repatriation of these refugees.
- 중국정부가 유엔난민고등판무관에게 국경지대 방문을 허락하게끔 기도합시다. 중국정부가 이들 탈북난민들을 강제북송하지 않게끔 기도합시다.

Underground Railroad and Activists (지하철도 구명운동가와 인권운동가들)
There is an underground railroad run almost exclusively by Christian activists to help North Korean refugees in China escape to a safe third country where they can gain asylum. China actively looks for North Korean refugees to repatriate to their country. North Korean agents are permitted by the Chinese government to operate in the border towns so they can also assist in hunting down North Korean refugees.
중국에는 난민들을 인도하여 제3국으로 뽑아내는, 기독교인 인권운동가들이 운영하는 지하철도 조직이 있습니다. 중국정부는 탈북난민들을 악착같이 잡아내어 북한으로 강제송환하고 있습니다. 중국정부는 북한당국 요원의 중국쪽 국경지대 사찰을 용인하고 있으며, 이들 북한요원들도 탈북난민을 색출하는데 혈안이 되어 있습니다.

■ Pray that the activists can continue to assist refugees without being detected.
- 인권운동가들이 중국당국에 잡히지 않고, 계속 난민들을 구할 수 있도록 기도합시다.
■ Pray for sufficient resources for these activists to carry out their critical work.
- 이들 인권운동가들이 이 절박한 일을 계속할 수 있도록 충분한 지원이 주어지도록 기도합시다.
■ Pray that the Chinese government will cease imprisoning refugees and activists and allow the UNHCR access to the refugees.
- 중국정부가 이들 난민들과 인권운동가들을 잡아가두지 않고, 유엔난민고등판무관에게 이들 난민들을 만나게 하도록 기도합시다.
■ Pray for activists who are imprisoned in China and for those who have been abducted and taken to North Korea. Pray for hope, strength, and the ability to keep their faith.
- 중국감옥에 갇혀있는 인권운동가들을 위하여 기도합시다. 북한에 납치 당해간 사람들을 위하여 기도합시다. 그들에게 희망과 용기와 믿음을 지킬 수 있는 능력을 주시라고 기도합시다.
■ Ask God to protect imprisoned activists from physical, mental, and emotional abuse.
- 하나님께 지금 감옥에 갇혀있는 인권운동가들이 육체적, 정신적, 정서적 유린을 당하지 않게끔 기도합시다.
■ Pray that the Chinese government will stop providing bribes for turning in activists and refugees.
- 중국정부가 인권운동가와 난민들을 밀고하는 사람들에게 주는 상금을 없애라고 기도합시다.

Asylum (망명)
In 2004 the U.S. Congress unanimously passed the North Korean Human Rights Act. This was a huge victory for those seeking to improve the lives of North Koreans. The purpose of this legislation was to increase cooperation in refugee protection and human rights and improve transparency in distribution of humanitarian aid in North Korea. We are grateful that the first 6? North Korean defectors were granted asylum in the US this year.
2004년, 미연방국회에서는 북한인권법안을 만장일치로 결의 통과시켰습니다. 이것은 북한주민들의 삶을 향상시키려고 노력해온 사람들의 크나큰 승리였습니다. 이 법안의 목적은 탈북난민들 보호와 인권에 관한 협조를 더욱 증진시키고, 북한에 보내는 인도적 지원을 더욱 투명하게 하자는데 있었습니다. 우리는 금년 이 법안에 따라서 미국이 처음으로 탈북난민 6명의 망명을 허락한 사실을 환영합니다.

■ Pray that the U.S. government will fully fund the North Korea Human Rights Act.
- 미국정부가 북한인권법안에 따라 예산을 전액 배정 집행하라고 기도합시다.
■ Pray that the U.S. government will grant more NK refugees asylum
- 미국정부가 탈북난민들의 망명을 더 허락하라고 기도합시다.
■ Pray that U.S. embassy employees will have compassion and be willing to help the refugees
- 미국 대사관 직원들이 탈북난민들에 대하여 보다 더 동정심을 갖고 대하라고 기도합시다.
■ Pray that China will grant the UNHCR, humanitarian organizations, and the U.S. and South Korea access to these refugees so they can be resettled in a safe location.
- 탈북난민들이 안전한 곳에서 정착할 수 있도록, 중국정부가 유엔난민고등판무관, 인도적 지원단체들, 미국과 한국이 난민들을 만날 수 있게 해달라고 기도합시다.
■ Pray for the North Korean defectors to have wisdom in planning for the future of North Korea and that they will not feel like a burden on society.
- 탈북자들에게 북한의 미래를 잘 기획할 수 있는 지혜를 주시고, 그들이 새로 정착한 사회에 부담이 되지 않도록 해주십사고 기도합시다.
■ Pray for freedom for all North Koreans.
- 모든 북한주민들의 자유를 위하여 기도합시다.
